Answer:
When you invite someone from outside your organization; there is a guest account object in your directory that corresponds to an external user. The default for this type of access (both inbound and outbound) is allowed. In other words; you can send invitations to and accept invitations from any tenant by default.
These default settings for both inbound and outbound access can be changed. If outbound access would be disabled; this means that users from your tenant will no longer be able to accept invitations to collaborate with external tenants; and the following message will appear when starting the Manager:
Your IT will then have to add/whitelist mavimidentity.onmicrosoft.com (this contains the managers) so that the Mavim Manager can be started; see for more information:
